The Editorial Board and the Editor-in-Chief of the scientific journal Bulletin of the Institute of Mathematics of the National Academy of Sciences of the Kyrgyz Republic adhere to the internationally recognized principles of publication ethics, including the recommendations of the Committee on Publication Ethics (COPE), the Code of Ethics for Scientific Publications, and the best practices adopted by leading international scholarly journals.
To prevent unethical practices in scholarly publishing (including plagiarism, fabrication of data, and other forms of misconduct), ensure the high quality of scientific publications, and promote public trust in the research findings presented by authors, every member of the Editorial Board, every author, every reviewer, and all institutions involved in the publication process are required to observe established ethical standards, rules, and principles and to take all reasonable measures to prevent violations. Compliance with publication ethics by all participants safeguards authors’ intellectual property rights, enhances the quality and credibility of the journal, and prevents the misuse of authors’ work for personal gain. The Editorial Board reserves the right to reject any manuscript that violates the ethical principles outlined below.
Ethical Principles for the Editor-in-Chief
The Editor-in-Chief is responsible for the publication of scholarly works and is guided by the following fundamental principles:
- Publication decisions are based solely on the reliability of the reported research, the scientific significance of the work, and its relevance to the journal.
- Unpublished information obtained from submitted manuscripts must not be used for personal purposes or disclosed to third parties without the author’s written consent.
- Information or ideas acquired during the editorial process that may provide a competitive advantage must remain confidential and must not be used for personal benefit.
- Manuscripts for which there are sufficient grounds to suspect plagiarism will not be accepted for publication.
Ethical Principles for Authors
The author (or group of authors) bears primary responsibility for the originality, accuracy, and integrity of the research presented and is expected to comply with the following principles:
- Authors must present accurate and reliable research results. Fabricated, falsified, or knowingly inaccurate statements are unacceptable.
- Authors must ensure that the manuscript is entirely original. Any borrowed text, data, figures, or ideas must be properly cited with appropriate acknowledgment of the original author and source. Plagiarism in any form—including unattributed quotations, paraphrasing without proper citation, or appropriation of another person’s research results—is considered unethical and unacceptable.
- Authors should appropriately acknowledge the contributions of all individuals who have influenced the research and must cite publications that were significant to the conduct of the study.
- Authors must not submit a manuscript to the journal if it is simultaneously under consideration by another journal or has already been published elsewhere.
- All individuals who have made a significant contribution to the research must be listed as co-authors. Individuals who did not contribute substantially to the research must not be included as co-authors.
- If an author discovers significant errors or inaccuracies in a manuscript during the review process or after publication, the author must promptly notify the Editorial Office.
Publication Ethics Violations
The Editorial Board of the Bulletin of the Institute of Mathematics of the National Academy of Sciences of the Kyrgyz Republic is committed to protecting the reputation of authors and carefully investigates every reported case of plagiarism. To ensure fairness and objectivity, each case is examined thoroughly, taking into account the arguments of all parties involved. Before making a decision, the Editorial Board seeks the most accurate and complete information from the authors of the disputed publication or the copyright holders and carefully reviews the evidence. Decisions are made impartially, objectively, and independently.
The journal’s editorial policy prohibits self-plagiarism. If any part of a scientific article has been published previously, including in the Bulletin of the Institute of Mathematics of the National Academy of Sciences of the Kyrgyz Republic, the author must provide an appropriate reference to the earlier publication.
Verbatim reproduction of an author’s own previously published work, as well as extensive paraphrasing of it, is not permitted. Previously published material may only be used as a basis for developing new analyses, interpretations, or conclusions.
The following practices are considered unacceptable:
- improper paraphrasing of another author’s work, including rewriting more than one sentence within a paragraph or section, or merely rearranging sentence order without appropriate citation;
- substantial paraphrasing of another person’s work without proper acknowledgment of the original source;
- use of components of another person’s work, such as figures, tables, illustrations, or other materials, without proper attribution, source citation, or quotation where required.
